Mr. A.F. (Frank) Mohr (1931-1998), was a cultural adviser of the city and province of Groningen and chairman of the advisory councils of Academy Minerva and the Prince Claus Conservatory. He was advocating independence and renewal of art education in Northern Netherlands.

The Frank Mohr Institute (FMI) is the Institute for Continuing Higher Art Education, Research and New Media of Academy Minerva in Dutch Groningen. The FMI was founded in 1999 and, in cooperation with the University of Groningen, is responsible for three advanced art courses: MFA Interactive Media and Environments (IME), MFA Painting and MFA Theatervormgeving / Beeldregie (Scenography). The Frank Mohr Institute is part of the Faculty of Arts of the Hanzehogeschool Groningen.
